How skills run on Eve
Eve defines an agent as a filesystem layout of tools and markdown skills loaded on demand. Skills sit beside the agent's TypeScript tools in the repository, so anything committed to that directory ships to production with the agent.

Scanning a skill before use tells you what it claims to do.
